It is needed, the graphics commander MUST be filled in, which leaves the field, link to your forum, unfinished. Therefore, you will need to finish it first.

It is not needed, if their forum is not up and running and they dont want members they dont have to put it up there, it just there for if the designer doesnt get what they're asking (color wise) they can make it match the forum, it is not needed to do a Request. As i myself have not put it up and had a graphic designer (Beno) complete it.
