How to Enable Announcement/Sticky abilities for Moderators

How do you check and see that all Mods are able to Announce/Unannounce (and/or Sticky/Unsticky) threads?

Some Forum sections that were first created when the site went up allow the mods to Announce and Sticky threads, but newly created Forums and Sub-Forums don't let the Mods perform such tasks.

Well what you do is, go to the Administration Panel.
----> General
----> Categories and Forums
Make a forum or modify one you wish to change to allow mods to do such things.
---->Permissions. Then Check Special Messages. this allows Mods to make Annouces, Stickies and Calendar Events. If you want to just allow announces or stikies or vice versa. Scroll down, click Advanced Mode, Scrool down again, and check either Create an Announce or Create Stikcy, whichever you prefer. Hope I helped
