how to hyperlinka picture

ok i need to ask that how can i hyperlink a picture in the posts, i mean i want to post a picture in the news section and i want to link it to another forum/section, how can i do that?

this code is not working in my forum, after saving the topic it appears as it is( the code appears with the links) but not the image,
also the hyperlinking of text is not working. after saving there appears a </A> at the end of the text which do not appear when i edit....
its all very mess, realy need some big help man
