set always html on default? Empty set always html on default?

ok here is a huge problem. i have added some games on my forum and users are not able to see them becauze their html is not on from their profiles.
now i want to default the option of always html on to yes, and also change all the users option too. how can i do that for all users and also for every next regisered user just like the bbcode.
bbcode has the default of always on to yes, how can i do this for html aswell?
