Am not sure about this with all versions of forums, but it's worth a try,

I'll be using the basic css system forumotion installed into our forums,

Administration Panel=>Display Tab=>Pictures and Colors=>Colors=>Background Colors=>Background Color 3=>Change HTML Code=>Save

I see you are using phpBB2.
TO change your footer color, go to Admin CP > Display > Colors > CSS.
Add this code there and submit.

Code:

#page-footer {
background : red;
}

You can replace red color with your desired one.
