Why can't users chat in my forum when they have already registered? Empty Why can't users chat in my forum when they have already registered?

Hi,I'm new here in this site and I just got one problem.........

You see,many users have joined in my forum but when they signed in,they didn't if let a single word in my forum or even chat........
I checked on the Permission control and inactive users and it's all ok.....

CAn someone help me with this???

They don't have to post. They can post if they want, but there is no rule that they have to post.
