Category Problem

I'm getting a category problem. I've read the categories and forums - creation and appearance tutorial about 4 times. I'm doing EXACTLY what it says but on the top category it says "FORUM" instead of "RULES & ANNOUNCEMENTS". Please help me!

You can't change it from saying forum.

Do you see how it says forum when you go to the gorum but with the screenshot, I want it to say rules & announcements.
