Graphics with Hyperlink in Forum

Hello

in Admin Pannel i can insert a Grapic Code with Targetlink when i go to
Display -> Homepage -> Generalties -> Homepagemessage

This Graphics will show on the Top of the Forum.

My Question:
1.How can I insert a Graphic on Bottom of the Forum behind the ForumsOverview.
2.How can I make a TargetLink when i insert a Graphic URL on AP ->

Categories and Forums -> Modify a forum -> Image URL

In this i can set a Graphic Link but no Mouse Over Effect.

How can i insert Grapics with Targetlink between the Forums?
