Can't Clear The Shoutbox

For some reason, I (an admin) can not clear the chatbox on our site. The other admin can, but me and another mod can not. The admin who can clear the chatbox is the guy who made the site, but mods and admins should be able to clear the chatbox with the code /cls or /clear. Neither work for us. Is there a setting that needs to be changed, or anything. We're stumped

the admin will have to make you a chat box moderator to enable you to give commands/use the codes.

admin panel.modules>chat box>moderators.

all he has to do is add your user names and then you can mod the chat box.
