Snow Code Help?

I was trying to install a snowflake effect on my forum that I got from JavaScript but it didn't work. Is there a way I can install the snow effect given in the link to my forum? JavaScript gives a code for it but I want to know if I am allowed to use it on a forumotion and and where I use it. Help?
