Today I made some changes and I do not remember what I did, and then receive an email reflecting the new user is unable registry as part of the forum is,
I have tried registry as an client visits and receive

"Administrators have forbidden any new members."

go to

admin panel --users and groups --- users options--- scroll down till you see allow new members and set to yes and click on save.
