Appoint an Admin

I have just started to construct my Forum My question is how do I authorise a member to become an Admin with full rights, any help would be appreciated

Click On usergroup >> Admin Group >> Add Member >> Save

Then go to Admin Panel >> User & Groups >> Search User >> Click the user that you wish to give admin >> Go to the bottom till you see Rank >> Click drop down and click rank >> Save
