    To a Forum or to an account?

    Admin Panel >> Categories & Forums >> Click Permissions on one of the sections >> Pick Moderate >> Save

    Repeat this to each section you want them to have rights.

    The account go to usergroup in the navigation bar >> Click Moderator >> Add Username >> Save
