How to make image to column 2 or 3

i am not sure if this is the right place to post this
In admin>users&groups>profiles
let us say we made lot of flags.
around 20 flags, but i want to make it to 5 flags per column
like this for better explanation:
flag 1 flag 6 flag11 flag16
flag 2 flag 7 flag12 flag17
flag 3 flag 8 flag13 flag18
flag 4 flag 9 flag14 flag19
flag 5 flag 10 flag15 flag20

but you just made it to horizontal.

it show like :
flag1 flag2 flag3 flag4 flag5 flag6 flag7 flag8 flag9 flag10....

it shoul be:
flag 1 flag 6 flag11 flag16
flag 2 flag 7 flag12 flag17
flag 3 flag 8 flag13 flag18
flag 4 flag 9 flag14 flag19
flag 5 flag 10 flag15 flag20
