How can i make SomeOne an a moderator or Admin?

i cant find where do i can make someone a moderator or an admin please help

Admin panel>Users&Groups>Group Administration>make a group called "Moderators"
To add a member to this group click on the edit button and find "Add Member". Tipe the user name of the member in the filed "Find a username" and click on the button "Find a username" to find a user...

Bold and Color are reserved for moderation, like this, so please keep to the default font

Add users to the groups & then give them permissions.

I forgot to tell you to go to the Permissions and give permissions to the group.
