Topic approved by Moderators

Is it possible to make it so new topics can only be posted unless the topic has been approved by a mod?

Well there is a way to do this. Similar to the proposals section on this forum.

You can have a sticky in that forum. Then you can have permissions set for users such that they can Reply a message, but not Open a Topic. Also, let moderators moderate that forum.

So users can post their topics in that thread. Moderators can then split the posts.
