I downloaded some skins from the net. They contain CSS file. How to add this skin to my fourm?

as far as i know, it was in another post, you need to host them offsite that stores CSS fils, they have to be an exact extension like .js or similar, im not 100% on details, i only see the answer in a post where this was already asked.
