Blockquote {background...} Formatting isn't working

Hi.
When I tried to change the background color of BLOCKQUOTE on my CSS, it doesn't seem to be working. The quotes on my forum have a white background, while my main font color is also white. I am using a template that has had some formatting on the CSS, but I can't seem to find the problem.

I would like to add an image to the background of the quotes, if possible.
Could someone help me out here?
