number of posts

hi all,
just recently started http://ae86oc.motionsforum.com/index.htm and i have a forum section i would like to restrict from members starting a new topic until they have reached something like a 100 posts, is there any way of setting this up, as it's done on other forums and i would like to add something like this to my own forum.
