I would like to make a private forum. Is there a way for me to require new members to ask for permission from me to join?

you can forbidden other members from registering to your forum.

Admin Panel>Users & Groups>Allow New Members-->No

you can also activate the user's account when he registers.

Admin Panel>Users & Groups>New accounts activation-->Admin
