Date and time Empty Date and time

I am in Singapore. Time now is 1559hrs. It kept showing me 0759hrs.
I already set it at +8 hours. But it still show me 0 hour.

Having the same problem on my forums.
How did you set the correct time.
In my Admin panel it says it is set to CST but the forum still shows the default forum time.
