Penality for "duplication metatags" and "titles". Empty Penality for "duplication metatags" and "titles".

Google SiteMap show me duplication h1 headings main pages: home and portal, and thus "example.com" and example.com/forum.htm".

I have, or may not change the title and metatag one of them, so I did not receive a penalty from Google for duplication?

Seems to me that Google reduces me PagesRank on http://zeleny.naturalforum.net/forum.htm, because I had a PR3 and now I have a PR 0-2.

Have I to change the title and metatag? Or does it not problem?
