Custom Ranks

Admins of forums should have the abillity to design their own rank pictures that they can use instead of just using the already givien ones

I don't understand. Ranks are created manually, you don't need to use the already given ones. All you need is the URL of a picture and enter it in the correct field. I have 200+ custom ranks I made myself and am hosting from my photobucket account.

You already can add your own images to your ranks
