ADDING A TOPIC ICON

I want to add a button called 'REQUESTS'

I have search here and found this explaination

go to -admin>>display>>>picture and colour>>pics management>>topics icon then create ,give the name ,then give image url and then save

I have clicked Auth Level - ALL but it doesn't show up for general members

How can I make this button show to general members?

I think the problem is on the first one that was on the forum don't add anything there leave it empty the one with 'Normal' icon change it like it was before 'default, all, Announcement, Sticky, Normal, and add new once hit the create button and add the direct url of the icon.

also the solved icon dose that works.

All the icons work but they don't show up for general members only for staff
