How do you make a homepage?

I have seen some peoples forums that have a homepage that has another website, like this forum: http://advertiseit.forumotion.com

When you go to it, it automaticly brings you to a weebly page. I want to know how to do that. Thanks for helping

Thats not what i wanted, i tried that, and it just showed me how to get the page i have now. i need to know how to get it with weebly, wix, ect.

How do you at least get the toggle buttons off of the homepage. Like the index, join, ect buttons?
