Scrolling/Flashing notices

Hi, I was wondering if someone can help me with this: See the Forumotion Contests scrolling above? How do I make one on my forum. I wanted one to say "Welcome **new usernames go here**" and I want it to scroll or flash/blink on and off slowly.

How is this possible?

Do I have to change that every time a new member signs up or will it change on its own?

If you use that code, it will change on it's own.

Do I add the newest member myself first and it will change once someone else joins? I add the exact code and my username is showing up there, lol.
