Head Admin Cannot Post Announcements or Stickys.

Ive checked all that I could think of. I've Resynchronized the forum as well. It seems that I cannot make a post an announcement or edit one into an announcement. Under the Post area where it usually says Options and Add a Poll. There is nothing to click to make it appear. I know how it usually works as I've done it before on other forums from forummotion. It just doesn't show me any options. The only thing left I can think of on blaming it on is the skin. PHBB 2 by the way

Go to the category you want to make an announcement in => Click permissions => Check 'Special Messages' for the group you want.

Yup its set to that. Yet i cant do it.

Do you even have the drop down window? When you press the + image and options drop down?

Nope. Its suppose to be there. Since I am the one who made the forum, it should show up automatically to me anyway right? Well it doesn't for some reason.

do you have the 'option' bar when editing posts?
If so, on the right hand side, there should be a little "+", press it and it should come up.

If it's not there, then head to Admin panel >> Display ( Tab ) >> Pics management > Advanced > Mini-Icons look for the "+:" and ass the image
