Is it possible to to set a Groups so that only members of that group can see/view that group in the Legend?

I think so, but if I knew what legend we were talking about I would be for sure.

That's not possible, it's only possible for groups to be shown but can't be viewed by users by setting this permissions:
Admin Panel > Users & Groups > Special Rights > Usergroups : Pick the type of users you want the only users to view the groups > Save
