    What do you mean by languages and set up phase?

    To ad an admin, click the admin group and add the user. or you can do this:

    ACP > Users and Groups > Group Administration > Admin Group > Edit

    You can't change the language of the ACP.

    You cant directly change the language, but i you use http://translate.google.com/?hl=en# then you can change the language of any website. Just copy/paste your admin panel URL and it will translate to almost any language.
