I want to Permission only Admin Group can Write or Add a Topic. But Member can reply.

Hello,

Go to A-CP => General => Forum >> Categories and forums click About PERMISSION Perms Permissions Advanced Mode Open a topic Mark the box as No for Members.

Do that for every forum you want.

Means uncheck the tick boxes for members.
