Bottom toolbar Empty Bottom toolbar

Im trying to find out a advertising toolbar, like the one in advertisehotspot.com does any one no a code or something to get this at the bottom of a site? because i have been looking everywhere for it. and can not find it.

No need to double post after 3 hours... Shit:

but that is a CSS floating bar/menu. You could always use Google to find the code, edit it, and then paste it into the CSS stylesheet.
