admin cannot sticky posts

Good Morning,
I am the admin of my forum, which is brand new. I cannot sticky posts. I did search this help section and read several threads and tried the advice but the issue is that the options bar under the new post and edit post box does not have a + to expand it to get to the choice of sticky, normal or announcement, the calandar and poll bars are also non functional.

I double checked the admin panel and all the permissions boxes are checked.

I tried the new gif location and it did not solve the problem. The option, calander and add a poll bars are still unfunctional.
Any other suggestions would be welcome, and thankyou for responding to my problem so quickly.

It doesn't look like you saved the images there or didn't add them in the right area.

I pasted the gif location in bar to replace the http link and hit save. it didnt work, I had to click the upload a picture box and enter the new gif location. this gave me a different gif location of https://i.servimg.com/u/f32/16/12/89/29/tabs_m10.gif
I then entered that into the box and hit save and it worked. Yay!
