CSS - Where in code to change lines that seperate posts and forums?

If you go to the site you can see that it has the forum at the top that says Welcome & Site News. All the lines that are really light gray is what I would like to change, but I have no idea where in the CSS this would be listed or even called. I changed the quote background color and it worked, but it was really easy to find that coding. Thank you!

I found it and changed it, but it didn't change the lines. I think it did change but on the outer edges. I need the lines that are also in an actual thread, it separates the posts, but we want it to be darker in color.
