Giving members a room! PLEASE I need help

Hi there, I wondered if anyone could help me out with something I hope to add to my forum some time this year 
So, does anybody know if its possible to give members like a 'room' that they can decorate put furniture in ect. I could get hold of some graphics that and then IF a member wanted me to I could then find that page (room) and put the furniture in it. I think I have seen this done before and it looked great, I am guessing this would have to be done on a html page?
