I'd like to know is it possible to direct new member(s) to a link after registration?
I'd like to direct them to the general rules section so they read the rules before posting.

The only other idea I can think of is have a group for new users and make them post in the rules section to confirm they are following them. Once they post they can see the other forums.

I see..is it possible to make a pop up screen like the login/register popup screen to tell them what to do?

You could tell them what to do with the first welcome PM.

You can allow your members to post in a specific section first which will bring their post count up to 1 which will then automatically add them to a group which will allow them to access the whole forum.

Or you could make a new auto group, and have them not able to see any forums except the rules, and then add them to the normal users after they agree.
