I had never tried such topic that you inform n I'll try that later, but I mean how to make the description as shown below :

Do you mean the words underneath the forum title? If so, that is called the forum description. You can add one by going to:

1. Administration Panel (advanced mode)
2. General Tab
3. Categories and forums (on the left, under Forum)
4. Click the modify sign () next to a forum
5. Fill in the field "Description" with your description for that forum

Repeat for all forums if necessary.
