Is there anyway to customize announcement thing

You know the little bar where the announcement thing scrolls, well I tried putting mine up but I customized an already made skin, so its probably implemented in the css somewhere. ANyway the default look of the announcement thing is very big and obnoxious next to my sleek nav bar.

Can anyone give me a code for a more sleek and smaller announcement bar thing? It can be anything as long as its not some bright color or large and obnoxious. Anything small and sleek, preferabbly grey/white.
