Removing borders from Banner Empty Removing borders from Banner

Im not sure if this is the best way to do this so bear with me:

www.neptunecutlass.forumotion.com

whats wrong is:

The padding/margin? cuts into the background. I would like to remove it to make it more seamless so that forum background and logo appear to be one continuous image. Ive tried different css variations, but i admit that i dont have the experience id like with it. I have resized the forum width some but what happens when i do that is the banner wants to wander to the right. Can someone explain to me how best to approach this code wise, or if theres a simpler way can someone explain to me how i should tackle it?
Thanks in advance

ok that removed everything it looked like. but now its not centered like it should be... i think you at least go me close enough to get it figured out on my own. Ty for your hlp. Ill post later if i get stuck again.

...Ok actually that still didnt work... i added the line

background-postition: center top;

and the margin is still there... ill tinker more in the mean time
