How do i change ranks?

i have made 5 or 6 ranks and i cant change them for users. because i need them on the lowiest rank but there stuck on the 2nd lowiest rank. i cant figure it out. help please

Have them on post count or special rank? If it's on special you need to go to user groups // search user // find user // modify user and find rank and find the rank you want.
