The only way to block someone is banning them from your forum. This means that if you would like someone to no longer visit your forum, they must already be a member of it.

By blocking, I suppose you could ban this person's IP address(es). Your forum is safe, just don't do anything stupid like give away your password and you shouldn't get hacked.
