How to create a sticky background?

Sorry but I don't really know what you mean by Sticky background? Do you mean background picture? If so go to admin panel=>Styles=>Pictures and Colors=>List of pictures. There look for this option "Background picture (page) :" and replace it with a picture of your choice

Just like Luky said, but also make sure that you check the box 'fixed' for the background image.

General > Configuration > Configuration ..
