Solved Sticky help

Ok I looked around and nothing solves my problem I can't find the sticky button on my topics i am admin but nothing shows up but these:

Are you making a new topic? because if you are, it should show. And I don't think its possible for a post/reply to be stickied. Hope that helps you!
