User Group Help

I am sorry, I couldn't find a tutorial for this. Can anyone please tell me how do I create permissions such as Moderator, Administrator, Main Administrator and so on? I just am not able to create these kind of groups, they just don't get the permissions, and the only working admin group is the very first one included. How could I make that for example the main administrator group at start given by default would be owner, then a rank main administrator, but he COULD access the panel and would have rights that I could edit?

sorry but as i know you must go forum by forum and give your group the permission like can make sticky topics etc..
