Is there a way to put something like a bulletin board on the forum's homepage so any member can see it and write to it?

Yes, you can use an Iframe in an HTML widget.

Unless you mean you want to create one?
You can always use a html page and then set it as your home page if you like.

Plase explain in a little more details what it is you want to do.
