Special Right for some member

Is it possible to give an special right for give a special right for some member?
is not about can moderate, can create announcement or something like that

the special right that im talking about such as: More Inbox, Sentbox, outbox.
Have a larger space to upload image or something

For example:o

I give a special rights for user 'A'. This user can have more inbox limit untill 500 Messages, sentbox until 250, etc.
Have a larger usage for upload image,video or anykind that can be upload to a post

the settings for the pm would be the same for everyone as well as the file upload limit you set, it will be the same for everyone.

You can have certain members in groups to where you allow treatments for forums or not, but thats about it on that. what ever you have the file size setting to will be the same for all who have permissions to add attainments/upload.
