Can I use a custom made non-hitskin theme aka phpbb3 skin for my site?

and if so how do I put all those pieces into the css?

Do I just post theme all there or ...I dunno.

Just wondering how to do it, if it isn't against the rules.

Sorry you can not upload the files to your forum if it's not a hitskin file
but there is away you can place most of the items to your forum by hosting the buttons and images your self and then putting them in place
I did this with a skin only the other week but it's hard work to get all the Images in the right place.

I got a copy of the skin and then took the backgrounds and bars and buttons and then saved them to my pc then moved them over to the forum one by one and that way you don't need to use the CSS if you don't want to. Note that not all the items can be placed on your forum as we don't use all the settings.
