Deleting users

If a user is deleted does this prevent them from registering again?

If you delete a member he can register again with the same e-mail address so it might be better to ban a member if you have trouble with members since that way if they register again the won't be able to use the same e-mail address. But No, it won't stop them from registering again.

I deleted a user who had suddenly lost the ability post on the forum or send messages....I deleted him so he could re-register and hopefully put the problem right. However after re-registering the problem remains......Is the problem likely to be at his end or elsewhere.....Could you suggest a solution?
