Warning Level: 0% sitem alternative ?

Hello.

I tried to figure out if it is a system of alternative warn possible and if so, how?

Here's what I mean:

Every time a user violates a rule it will increase its warning level 0% to 10% and so on up to 100% when you take money from a moderator / admin!

Is something like this possible?
