Repeated topic on every category and forum? Empty Repeated topic on every category and forum?

hello!

Is there any way to have a particular topic on every category?
Like for example on this forum, there are the same topics pinned(stickies)
on many categories, eg. Administration problems, other problems etc

this is done manually by adding the same contents to a new topic and same title then making them sticky. There is no way to do it other than that.
