How do I made a page that have all the rules , and then put it in Navigation?

Go to admin panel=>Modules=>HTML=>HTML pages management and create your HTML page there. Then go to admin panel=>General=>Homepage=>Headers and look for the "Add a link" section. Add all the required info and then you will add another button to the navbar.
